About the Service
The Indian Railway Management Service (IRMS) is a Group ‘A’ Central Civil Service responsible for managing the world’s fourth-largest railway network, the Indian Railways.
It was created in 2022 through the merger of eight existing Group ‘A’ railway services — unifying engineering, accounts, personnel, traffic, and other departments into a single management structure. The reform aims to ensure greater efficiency, coordination, and accountability within the Indian Railways.
The formation of IRMS marked a major administrative reform, replacing departmental silos with a unified cadre that oversees the technical and non-technical functions of the Railways under one management system.
The Ministry of Railways is the controlling authority, and the UPSC Civil Services Examination (CSE) serves as the common entry route for the IRMS, alongside other top services like IAS, IPS, and IFS.
Historical Background
Before the establishment of IRMS, the Indian Railways had eight separate Group ‘A’ services, divided into technical and non-technical categories:
Technical Services:
- Indian Railway Service of Engineers (IRSE)
- Indian Railway Service of Mechanical Engineers (IRSME)
- Indian Railway Service of Electrical Engineers (IRSEE)
- Indian Railway Service of Signal Engineers (IRSSE)
- Indian Railway Stores Service (IRSS)
Non-Technical Services:
- Indian Railway Traffic Service (IRTS)
- Indian Railway Accounts Service (IRAS)
- Indian Railway Personnel Service (IRPS)
The merger of these services into the Indian Railway Management Service (IRMS) was approved by the Union Cabinet in December 2019 and formally implemented in 2022, creating one unified service to strengthen managerial integration and holistic decision-making across departments.
Recruitment and Entry
Recruitment to the IRMS is conducted through the UPSC Civil Services Examination (CSE).
Recruitment Process:
- Preliminary Examination – Objective screening test
- Main Examination – Written descriptive papers
- Personality Test (Interview) – Conducted by UPSC
Candidates who clear all stages are allocated to IRMS based on rank, preference, and availability of vacancies.

From 2023 onwards, IRMS recruits candidates through four broad categories, aligned with the engineering and management disciplines:
- Civil Engineering
- Mechanical Engineering
- Electrical Engineering
- Commerce and Management
Roles and Responsibilities
- Infrastructure Development: Planning, construction, and maintenance of rail infrastructure.
- Operations & Safety: Ensuring smooth and safe train operations.
- Finance & Accounts: Budgeting, auditing, and expenditure control.
- Personnel Management: Human resource development and welfare.
- Commercial & Logistics: Freight, passenger services, and business expansion.
- Policy Implementation: Executing reforms and modernization initiatives of the Railway Board.

Training Structure
All newly recruited IRMS officers undergo a comprehensive foundation and professional training program at the National Academy of Indian Railways (NAIR), Vadodara.
Training Phases:
- Foundation Course: Conducted jointly with officers of other Central Services; focuses on public administration, ethics, and management.
- Professional Training: Specialized modules in Railway operations, engineering, accounts, safety, and management systems.
- Field Training: On-ground exposure in different railway zones, divisions, workshops, and production units.
Cadre Structure and Postings
IRMS officers are allotted to Railway Zones or Production Units based on service requirements. Officers serve in both field positions (zones/divisions) and policy roles (Railway Board, Ministry). Deputations are possible to Central Ministries, Public Sector Undertakings (PSUs), and international organizations. Promotions are governed by seniority-cum-merit principles and time-bound assessments.

Allowances: Dearness Allowance (DA), House Rent Allowance (HRA), Travel Allowance (TA), Medical Facilities, and Leave Travel Concession (LTC) are provided as per government norms.
