About the Service

The Indian Defence Estates Service (IDES) is one of the Group ‘A’ Central Civil Services under the Ministry of Defence. Officers of this service are primarily responsible for managing defence lands and administering cantonments across India.

The service plays a critical role in balancing defence requirements with civilian governance, particularly in cantonment areas that are home to both military personnel and civilians.

The IDES was formed after Independence to take over the functions of the Military Lands and Cantonments Service established in 1926 during British rule. It now functions as the administrative arm of the Directorate General, Defence Estates (DGDE).

Primary Functions

1. Defence Land Management

  • Maintenance and management of over 17 lakh acres of defence land across India.
  • Prevention and removal of encroachments on defence lands.
  • Acquisition, transfer, and leasing of defence land for strategic or public purposes.
  • Maintenance of land records, surveys, and mapping using GIS and digital tools.

2. Cantonment Administration

  • Administration of 62 notified Cantonments across India.
  • Supervision of Cantonment Boards, which function as local self-government bodies.
  • Overseeing public health, sanitation, education, welfare, and infrastructure in cantonment areas.

3. Advisory and Coordination Role

  • Advising the Ministry of Defence and Service Headquarters on land policy issues.
  • Coordination with State Governments on land acquisition and revenue matters.
  • Implementing government policies related to urban governance, environmental management, and real estate regulation in defence areas.

Allowances: IDES officers receive Dearness Allowance (DA), House Rent Allowance (HRA), Travel Allowance (TA), and other benefits similar to other Central Civil Services. Pay and allowances are revised as per Central Pay Commission recommendations.

Cadre Management

IDES officers are part of a Centralized Cadre under the Ministry of Defence. Postings are made across Defence Estates Offices, Cantonment Boards, Command Directorates, and DGDE HQ. Officers may also serve on deputation to other Ministries, State Governments, or international organizations. Career progression is governed by DoPT and Defence Estates Cadre Rules.
