Indian Corporate Law Service (ICLS)
About the Service
The ICLS is a specialised Group A central civil service tasked with administering corporate laws in India — especially the Companies Act, 2013 and the Limited Liability Partnership Act, 2008, among other laws.
Roles of ICLS officers include registering companies and LLPs, overseeing compliance (filings of annual returns, balance sheets), conducting investigations & inspections into companies, acting as Official Liquidator in winding-up cases, contributing to policy and regulatory framework, and quasi-judicial roles in the corporate law domain.
Over time, as India’s corporate sector grew more complex, the decision to bring the service under the civil services recruitment process (from ~2009 onward) aimed to ensure higher calibre officers and more systematic career structure.
Recruitment & Entry
Entry is through CSE by UPSC for the ICLS cadre (once included in the list of services).
Candidates are allocated based on rank, preference, availability of vacancies etc.
After selection, officers undergo training and are posted across the MCA and attached field formations.
Career Hierarchy & Designations
The ICLS has multiple grades as provided under the Indian Corporate Law Service Rules, 2015.
Typical Progression:
- Junior Time Scale (entry grade)
- Senior Time Scale
- Junior Administrative Grade (JAG)
- Senior Administrative Grade (SAG)
- Higher Administrative Grade (HAG)
Each grade carries more responsibility, seniority, supervisory/strategic roles.

- Registrar of Companies (RoC)
- Official Liquidator (OL)
- Assistant/Deputy Director in MCA Headquarters or regional offices
- Regional Director or other senior roles in corporate law regulation
- DGCoA or equivalent senior top administrative positions in the service.
Pay & Allowances
While exact current figures may vary, ICLS officers are entitled to pay scales and allowances comparable to other Group A services (per 7th Pay Commission etc.). Some sources indicate starting salary around ₹56,100 per month for the entry grade, with higher pay at senior levels.
In addition to basic pay, officers receive allowances like Dearness Allowance (DA), House Rent Allowance (HRA), Transport Allowance, Leave Travel Concession (LTC), medical benefits, pension/retirement benefits, etc.
Training Structure
Newly appointed ICLS officers undergo induction training at the IICA Academy (Manesar) which covers corporate law, company administration, regulatory environment, governance frameworks.
The training is more specialised (legal-regulatory in nature) compared to generalist civil services, given the domain of corporate administration.
Post-induction, officers gain field experience in RoC, OL, MCA regional offices, and may undertake specialised modules on mergers & acquisitions, insolvency, corporate investigation etc.
Cadre Allocation & Service Scope
ICLS is a central service under MCA; officers may serve in various positions across India in MCA and its field units (Registrar of Companies, Official Liquidator, Regional Directorships).
The cadre doesn’t necessarily follow state-wise allocation like some All India Services, but has national postings.
Scope includes the corporate sector: company registration, compliance oversight, liquidation/winding up of companies, policy formulation, regulation of LLPs, corporate governance oversight, investigations of corporate mis-conduct.
