About the Service
The Armed Forces Headquarters Civil Service (AFHQCS) is a Group ‘A’ Central Civil Service that provides administrative, managerial, and secretarial assistance to the Ministry of Defence (MoD) and the Service Headquarters — namely the Army, Navy, and Air Force Headquarters.
Established in 1948, the service plays a crucial role in ensuring effective civilian support for defence policy formulation, coordination, and administration. It functions as the backbone of civilian management within the Ministry of Defence, bridging the gap between the armed forces and the civilian bureaucracy.

Recruitment and Entry
Recruitment to AFHQCS is done primarily through the Civil Services Examination (CSE) conducted by the UPSC. Successful candidates join as Assistant Section Officers (ASO) in the Armed Forces Headquarters. They later rise to higher grades through departmental promotions and performance-based assessments.

Training and Development
Newly recruited AFHQCS officers undergo professional and administrative training at the Institute of Secretariat Training and Management (ISTM), New Delhi.

Officers may also attend mid-career and advanced management programs organized by the DoPT or the Ministry of Defence.
